Florida Is Rethinking Property Taxes—Are National Shifts Next?

Florida has long been known for a straightforward tax environment: no state income tax, moderate property taxes, and a heavy reliance on sales tax and tourism. But the landscape is shifting. Recently, state lawmakers and Governor Ron DeSantis have advanced proposals that could dramatically alter how Floridians are taxed.

At the center of this debate is an ambitious plan to overhaul—and potentially eliminate—property taxes for primary residences. For taxpayers and policymakers across the nation, Florida is serving as a high-stakes testing ground. If one of the fastest-growing states in the country can successfully slash property taxes without breaking local budgets, other states may soon follow suit.

Beyond the Basics: The Recent Tax Package

Initially, discussions in Tallahassee centered on cutting the state gas tax to provide immediate relief. However, lawmakers ultimately pivoted. The final tax package passed by the Legislature focuses instead on targeted reductions and sales-tax holidays. Florida residents will see tax relief on outdoor recreation purchases, aviation fuel, and select business taxes.

While those measures provide welcomed incremental relief without driving up state debt, they do not drastically change the financial realities for the average household. The true transformation lies in the state's approach to real estate.

The Core Debate: Expanding the Homestead Exemption

In response to soaring housing costs and insurance premiums, Florida lawmakers recently approved a proposed constitutional amendment aimed at the ballot box in November 2026. If voters pass it, the state's homestead exemption would experience a massive expansion.

In late May and early June, legislative actions outlined a plan to increase the exemption from the current $50,000 to $150,000 in 2027, eventually reaching $250,000 by 2028. For many homeowners, this could erase a significant portion of non-school property tax liabilities.

Could Property Taxes Be Eliminated Entirely?

The conversation does not end at exemptions. Governor DeSantis has floated the idea of eventually eliminating property taxes on homestead properties altogether. This would create a unique environment with neither a personal income tax nor primary residence property taxes.

But eliminating a primary funding source for local governments introduces significant tradeoffs. According to the Tax Foundation, replacing all property tax revenue would require major changes elsewhere in the tax system. Local services like police, fire protection, and infrastructure heavily depend on these funds. Offsetting this loss would likely require higher sales taxes or entirely new revenue streams, which could inadvertently burden consumers and businesses.

A Potential Two-Tier System for Florida Residents

Another complex layer of this overhaul is how it treats newcomers versus established residents. One particularly controversial aspect of the current proposal suggests that homeowners who establish Florida residency before the end of 2026 could qualify for these expanded exemptions much sooner than future transplants.

Supporters argue this rightly protects long-term residents who have weathered recent spikes in living costs. Critics, however, warn it creates an inequitable, two-tier tax system that could cool future migration to the state.

Navigating Changing Tax Policies and Future Compliance

Whether these aggressive property tax reforms pass in 2026 or not, the broader reality remains: significant shifts in state tax policy often have unintended consequences. When tax structures evolve—such as shifting burdens toward sales or corporate taxes to offset property tax losses—individuals and business owners frequently find themselves caught in compliance traps, leading to unexpected tax debt.
